GeoCities will insert a META event ,because EUC is default.If it doesn't do so, you won't be able to solve this problem until when as well. This META EVENT is the first step because of a solution of a problem.

A character code can't be changed into GeoCities to solve this problem in CGI because OWN CGI can't be used freely. Therefore, as for you, only the method that a character code is unified into EUC will be a solution of a problem.
